Job Description:
Business Analyst – Technology & Service Delivery
We are seeking a versatile Business Analyst to provide consulting and operational project leadership for technology‑enabled services. The role ensures that systems and processes meet policy, user, privacy, and audit needs by identifying requirements, proposing alternatives, planning resources, and implementing effective business processes.
Responsibilities
Business Analysis & Process Design
- Coordinate and conduct activities to support operational requirements and initiatives
- Provide business information expertise and support to internal teams
- Ensure impacted users understand new or changed processes by conducting reviews and walkthroughs
- Recommend approaches that achieve business objectives and data integrity, including validation rules and reconciliations
- Facilitate workshops to define business requirements and edge cases
- Translate business requirements into detailed specifications and acceptance criteria
Analytical & Business Support
- Conduct data, statistical, and operational analysis to assess risks and opportunities
- Develop and evaluate business cases and policy options
- Lead working groups for program and system enhancements
- Design and document procedures and job aids for staff and providers
- Define user security/access needs and coordinate role‑based access design
- Design operational reports and information management workflows
Project Management
- Work closely with product owners and technology teams to support initiatives
- Provide input on schedules, strategies, and resource needs; monitor work plans
- Develop and manage risk assessments and mitigation plans
- Participate in and monitor test activities to ensure system functions meet business requirements
- Create test strategies, plans, and scripts; conduct functional, integration, and regression testing
- Coordinate user acceptance testing, recruit participants, and manage defect resolution
- Identify change requests and complete documentation for governance
- Manage transition and stabilization issues during implementation
Planning & Feasibility
- Provide business analysis services for planning, feasibility, requirements, and process modeling
- Identify and design solutions to simplify, improve, or automate operations while preserving auditability and privacy
- Review and evaluate system deliverables from a user perspective
Change Management & Training
- Coordinate communications plans across multiple releases and stakeholder groups
- Design and facilitate change management activities to prepare users for new processes
- Develop training strategies, plans, and materials; deliver training sessions as needed
- Develop quality assurance processes to ensure data integrity and compliance
Qualifications
Candidates must meet one of the following:
- University graduation in business, management, or related discipline and 2 years of data architecture experience; OR
- Two‑year diploma in business, management, or related discipline and 4 years of data architecture experience; OR
- One‑year certificate in business, management, or related discipline and 5 years of data architecture experience; OR
- Six years of data architecture experience
Experience Requirements
- Business requirement analysis, solution architecture, and deployment related to data analysis, data visualization, and data modeling (2 years)
- Advanced Excel skills such as Pivot Tables and VLOOKUP (2 years)
- Experience with Power BI, SQL Reporting, and analytical services (1 year)
- Strong communication skills to convey technical concepts to non‑technical stakeholders (2 years)
- Identifying and documenting business requirements, interpreting needs, and proposing improvements (3 years)
- Planning and conducting requirements workshops with stakeholders (2 years)
- Conducting and interpreting impact and risk assessments (1 year)
- Building positive stakeholder relationships including executive level (2 years)
- Planning and performing user acceptance testing (1 year)
- Experience with BI tools such as Excel PowerPivot, Cognos Cubes, and Power BI (1 year)
- Experience working in the public sector (2 years)
- Hands‑on data exploration and troubleshooting using complex queries; working knowledge of Python or R for data analysis (2 years)
- Proficiency in conceptual, logical, and physical data modeling (2 years)
- Experience as a Microsoft 365 specialist with expertise in user‑facing apps (2 years)
- Documenting workflows and use cases (2 years)
